How to read it
Page one sits alone on the right, the way an opened binder does, so pages two and three face each other rather than one and two. Getting that backwards is the single most common mistake in a hand-drawn plan and it puts every spread out by one for the rest of the set.
A sheet of plastic holds two pages, one on each side, so the sheet count is what you actually order. The empty pockets are counted separately from the ones at the very end, because a gap left on purpose to align a section is a decision and a ragged last page is not.
