A rate per grade is not the question anybody has. Nobody opens a case hoping for a Special Art Rare in general — they want one card, and turning the grade into that card means knowing how many the set prints at it. Pick the card and drag the curve.

Where these numbers come from
Standard 30-pack box: about six ex, six or seven AR, one or two SR, an SAR in roughly every other box and a gold UR in roughly one box in four. That is the starting point, and it is the same unsourced community figure every other site prints. Every logged box moves the number away from it and toward what the boxes held.
